Check the starter solenoid and the starter itself. Either one could be stuck and causing the constant engagement. Check the flywheel for damage after you fix the problem.
This usually means a sticking solenoid that keeps the starter engaged after activation. The fix is to remove the starter and clean but my s-10 starter is a closed unit so you will have to replace the complete starter and solenoid unit.
The neutral safety switch keeps the starter from engaging when the transmission is in any gear EXCEPT park or neutral. A faulty switch would either allow the starter to engage any time or not allow the starter to engage at any time.

If you mean that the starter keeps spinning after the vehicle starts), the solenoid/relay switch is not releasing. In the START position, the relay spins the starter to start the engine and should release when the key is moved from START to RUN. Probably needs to be cleaned or replaced.
Check and make sure that you did not swap the negative and positive on the starter. The starter is the only part on you car that does not have fuse protection and will cause a backfeed of current when starting and could cause any number of things to go wrong with your fuse system.
The 1991 Ford Explorer should have a separate starter relay that sends power to the starter. It sounds like the relay has stuck and is sending power to the starter even after the vehicle is running.
If the starter keeps running when the key is removed, you have two wires touching that should not be. It can also be a bad solenoid. Either one can start a fire.
Check the wiring on the starter. Also check all grounds
