There are many things. Here are some things that can cause the problem: mouse ball is dirty, computer is busy, mouse on a bad surface.

In normal internet browsing and scrolling through a page, the mouse pointer appears as an arrow. However, when you point to a hyperlink, the mouse pointer appears as a hand.
Are you using an optical mouse?(a mouse that uses a laser) My mouse would do that, if the surface of whatever it's on, such as the mousepad, has letters or lines or pictures or whatever on it it will affect the laser. Try putting a blank piece of paper over top of the mouse pad, it should fix it.

Click on the mouse pointer button in the lower right hand corner and select the "Remove" tool. Then click on the slab of road you would like to remove.
You would have to make the tool track your mouse and detect where and when it clicked. As long as the mouse is not in oblivion(On the skybox, not a brick) you could make it clone a piece of food from the Lighting folder, set it's parent to Workspace, and teleport it to your mouse's pointer location. If you did not want to make it spawn on your mouse you could make it spawn on your head or at a set location too.
