There are many things. Here are some things that can cause the problem: mouse ball is dirty, computer is busy, mouse on a bad surface.
The mouse pointer, or cursor, changes shape.
In normal internet browsing and scrolling through a page, the mouse pointer appears as an arrow. However, when you point to a hyperlink, the mouse pointer appears as a hand.
Are you using an optical mouse?(a mouse that uses a laser) My mouse would do that, if the surface of whatever it's on, such as the mousepad, has letters or lines or pictures or whatever on it it will affect the laser. Try putting a blank piece of paper over top of the mouse pad, it should fix it.
This will work for the last few Windows editions: Press the start button or the Windows key, then select "Control Panel". Now go to "Printers & Other Hardware" where you will find the "Mouse" icon. Click on this and the "Pointer Options" tab where there is a clearly marked slide bar to change pointer speed.
