who decides the winner of a presidential election if there is no winner? If there is a tie, then the House votes. majority rules.

The United States Constitution clearly states that if there is no clear winner of electorial votes needed to become president, then "......if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of thoes voted for as president, the House of Representatives shall choose immediately, by ballot, the president." Furthermore, "...the votes shall be taken by states...each state having one vote."
Having said this; What happens if there is no winner in a presidential election?
PRESIDENTIAL ELECTION OF 1800
On election day Thomas Jefferson and Arron Burr both received 73 electoral votes. Incumbent President John Adams managed just 65 votes. The presidential election was thrown to the House of Represenatives to elect our next president. Even though it had always been clear during the campaign that Jefferson was the presidential candidate and Burr the Vice presidential candidate, Burr refused to concede..... thus forcing the issue to the House of Representatives for a vote. On February 17, 1801, The House, with each casting one vote based on the majority of that states delegation, took 36 ballots to decide Thomas Jefferson the third President of the United States. Thus, marking the first time in history the House of Representatives electing the president of the United States.

If no candidate receives the majority of the electoral votes, the House of Representatives will choose the president from the top three using a special procedure in which state gets one vote. The Congressmen from each state have to decide how to cast their state's vote.
If absolutely no one voted, neither candidate would have a majority of electoral votes. If that happens, the House of Representatives chooses the president by majority vote.
