If that was what you meant then most likely most children 5 years or older would be working 14 hour days for little pay in highly dangerous conditions as they did prior to the passage of such laws. Obviously they would have no time to go to school and would thus remain illiterate for their entire lives. However they would also have no time to waste either watching TV or playing Video Games.
Not only is there child labour there is child exploitation and slavery.
