Most common high idle issues are leaks in the vacuum system.
Engine vacuum leak.
Can be a fee things, but based on the fact that this vehicle is 17 years old, and it is only missing at idle, I would suspect you have a vacuum leak. Replace all the vacuum hoses under the hood. Replace one at a time as to not get confused. A very cheap repair that will do wonders for a miss at idle.
At the base of the carburetor are 2 screws. One adjusts the idle speed and the other adjusts the idle mixture. Screw the idle mixture in until the engine starts missing then screw it out 1 turn. Then, adjust the idle speed screw to about 850 RPM.
idle air control valve or a vaccuum leak
Yes, and it is illegal to drive a car with the converter removed.
Vacuum leak
The only adjustment that you can lean out would be the idle circuit. That would be done by adjusting the idle mixture screw(s) while monitoring the vacuum and or the engine rpms. To make a carburetor run lean would require changing internal parts such as the jets and metering rods.
