It was the IAC valve on my 99 contour. It sounded like a moose and only happened when the car was cold. IAC = idle air control

To reduce Humming, we can improve the quality of Varnish, or laminations on Core but it will help only upto a certain extent, because every object linked with Magnetic field will have Magnetostriction due to the various Orienting forces applied on it's molecules due to magnetic filed.
