there is a thing called a temp control valve somewhere on the car.it is usualy located on either the fire wall ( not likely ) or under the dashboard
Check your thermostat. Looks like it is stuck open and needs replacing. That could be why your engine is running cold. Atleast its not stuck in the closed position.
You would have to take out the engine and then it would make it easy to take the transmission of of the engine.
check the u-joints in the drive shaft first
The starter is located on the front side of the transmission in this model of the Mercury Cougar. If you need to work on it make sure the transmission is cold so as you do not burn yourself.

i have a 2000 mercury couger well lets see i changed my controle temp sensor and mine stuk to cold but when i put my old one back in it went to normal they told me it was my mass air flow sensor try the both of them they ain't but 20.00 bucks a piece its one are the orther.

It must have a timing chain because Gates ( they make timing belts etc. ) only lists a timing belt for the 4 cylinder engine on a 2000 Mercury Cougar

The charging system is the alternator which is on and functioning anytime the engine is running. If not, then you have a problem with the alternator.
