Because it's probably too cold. Some cars just will not start in cold weather,- try to warm the engine some way then try it again. Sometime a light bulb(60, 75 watts) set near the throttle body for a few hours will warm it enough. BE SURE TO REMOVE THE LIGHT before trying to start the car.
i would let set over night for a cold start check.

if it's clicking but not turning over, check the starter motor. mine wouldn't start if it got to cold, but the motor kept testing fine. i got one from a junk yard for like $20, swaped it out and haven't had a problem since.
check fuel pressure, also a weak ignition coil or fould plugs could cause hard starting
You need to find out if the fire or fuel quits and go from there If your Subie is a newer model (mine is 2015) you have to unlock it with the remote-equipped key, and start it with the same key. Otherwise you can run into the "engine immobilizer" that kicks in if you are not using the correct key with the proximity sensor built in.

Cold Start Valve. Cold start valve. I do not believe there exists a "cold start valve"
the temp sensor opperates the choke flap , and if the sensor is faulty the choke will stay open and make it difficult to start, and on cold mornings some times make it impossible to start
Suspect a defective temperature sensor-- the one that talks to the car computer. It is not telling the computer it is cold outside, and not enough fuel is added to allow startup when cold. Suggest replace the temp sensor.
If an alternator is going bad it can cause a rough idle in a 1993 Subaru Legacy. Cold temperatures in the winter can also cause a rough idle in the Subaru Legacy.
