You need to replace the speed sensor on the rear of the transmission.

On the 1998 Corvette, the odometer is digital. It should show up digitally right under the speedometer.
I have a 2001 Dodge Stratus Coupe V6 and mine is a digital odometer located right under the speedometer.
It could be a problem with the speedometer assy, since the two are actually one unit. It could also be a speed sensor which is located in the transmission housing on the the right side output drive axle housing.
The speedometer cable connects to the transmission speed sensor with a swivel nut. Simply turn the swivel nut to the right to connect the speedometer cable.
If the trouble is the speedometer itself, you can't; but it could be the sending unit and that can be replaced fairly easily. If you remove the right front wheel and move the skirt it can be seen on top of the transaxle extension. If your speedometer AND odometer have ceased to work this is the culprit but if the odometer works accurately but not the speedometer you need another instrument cluster to get a new speedometer.
If your speedometer has stopped working just put the key in the off position and hold down the trip odometer button until you see some codes come on the odometer. That should reset your speedometer. I could not figure out which fuse was for the speedometer and some one told me about this and it worked right away.

The Chrysler Town and Country speedometer sending unit is located on the back of the transmission. The sending unit will be in the upper right-hand corner of the transmission.
My thought would be that your vehicle is originally from a country that uses kilometers. The Speedometer face plate may have been swapped out but the odometer wasn't converted. One mile equals 1.6 kilometers, hence the difference you're recognizing.
If the speedometer is going on and off, then there is usually a connection that is coming loose. You can check the sensor that runs on top of the transmission and make sure that it is completely plugged properly. If it is barely off, then it can cause both your speedometer and odometer to stop randomly. Also you may try checking behind the dash board and made sure all of the connections are right. It is best to TRIPLE check all of the connections. Hope it helps!!!
