A good/easy way to start is to check your fuel pressure. this will tell you if your fuel pump is sufficient enough to pump fuel, or if your fuel filter is clogged. The best thing to do is to go to the nearest shop and have them check your fuel pressure. But sounds like to me since your gas mileage has dropped, and it wont start, that its either the pump, or filter. Filter runs about 20 bucks, and pump close to 150. so hopefully its just the filter. hope this helped.

There are several things that can cause your 1996 Ford Explorer to stall in start hard. The most common cause is a fuel pump that is going bad.
I'm not a mechanic / technician but I remember reading a fellows comments , he had a similar problem where his Explorer would not start when the engine was warm but after cooling off for a while it would start , and it turned out to be his COIL PACK Just an idea
