What would make the brakes lock up in a 1996 Chevy blazer when going low speeds of 15-30 mph. could they be over adjusted or calipers.?

I have had the same problem on my 1996 Blazer. I talked to a bus driver about it and was given this little trick that might help. If it has something to do with brake adjustment, try backing up and slamming on the brakes 4-5 times- sometimes the brakes adjust themselves from us using them in only one direction so much.

Not really, unless they were adjusted too tight but you would have a dragging affect at all speeds and would smell the brakes burning. This is for brake shoes only as pads are not adjustable.

There must be either some air in your lines or a weak brake caliper. If you have new rotors and brakes then your problem lies within your lines or your calipers. The vibration means that your car is not braking even. One of your calipers could be loose and the other one is tight. If air is in your lines, then that means even though your car is coming to a stop, your calipers are not getting enough pressure to squeeze as tight as they should be.
