Blown bulbs not pulling enough current to cause flashers to operate.
Check your bulbs...
Usually a bad turn signal flasher
pull the turn signal lever toward you.
It is probably a bad speed sensor. The speed sensor is located on the transmission and sends a signal to the speedometer. It acts like a speedometer cable only sending electronic pulses instead of turning like a cable does.
The turn signal flasher is located in the fuse compartment. The fuse compartment is located under the steering column on the interior of the car. The flasher fuse is round and silver. Hope this helps.
Each instrument used in analytical chemistry has a useful working range. This is the range of concentration (or mass) that can be adequately determined by the instrument, where the instrument provides a useful signal that can be related to the concentration of the analyte .All instruments have an upper and a lower working limit. Concentrations below the working limit do not provide enough signal to be useful, and concentrations above the working limit provide too much signal to be useful. When calibrating an instrument for use, the experimenter must be familiar with both the lower and upper working range of the chosen instrument.
Probably the flasher unit needs to be replaced. This is an electronic switch which usually mounts underneath the dashboard.
Try replacing the turn signal flasher
Check/change the fuse associated with the blinkers.
I would suspect the signal switch is at fault.

If the turn signals are inoperative check the hazard switch, if the hazards don't work replace the hazard switch, the signals will start working. if the hazards are ok ,the turn signal switch may be bad.
You could have a lose wire in the stering column.
I would check the fuses in your 2003 Intrepid. If you had a bad battery, the lights and hazards would be dim. The heater, turn signal and windows may be on the same fuse.
For most vehicles the hazards and signals are two separate circuits, they have separate fuses and separate flashers. Check your signal light fuse and signal light flasher.
A signal light that is not working.
The flasher relay is in the hazard switch. The hazards work on my wife's S4 but the directionals don't. I found another posting that says that the relay is in the hazard switch. The fuse is fine.
