You could have a lose wire in the stering column.

More than likely the flasher relay is defective, replace it.
It contains two relays, one for hazard lights and the other for turn signals. The one for the turn signals is defective and must be replaced.
Well so far I have found that when I turn my headlamps on and switch to the high been and then use the rocker switch for the hazards, it will allow for my turn signals to start working again.

First check the flashers fuse .Then replace the flasher with a good one. There might be two-one for turn signals and one for 4ways. Or they could be one.
