It is not known when it was created, but it was first invented in the 13th century CE when Iron and charcoal were combined correctly.

"The earliest known production of steel is a piece of ironware excavated from an archaeological site in Anatolia (Kaman-Kalehoyuk) and is about 4,000 years old"

"Other ancient steel comes from East Africa, dating back to 1400 BC."

Steel actually has a very long history; there is evidence it was in use in the ancient world (in what is today Turkey, for example) as far back as 4,000 to 5,000 years ago, and it was also in use in ancient Greece and Rome; in fact, weapons made of steel became popular in the Roman Empire. But what we know today as stainless steel is much more recent, coming into common use in the late 1800s.
