The answer varies by model and manufacturer. I had an 84 Buick Park Avenue with a computer controlled carburetor that someone told me was the first computer controlled GM, but I would doubt this was the first computer controlled emissions system.

As far as I know, computer controlled emissions did not become federally mandated until 1996 when OBD II emissions systems became standard. Now we have a light that comes on making little old ladies pay $50+ for a mechanic to tell her she forget to tighten her gas cap, thanks uncle sam.
