The concept was originally proposed by the Japanese Ministry of Transportation in the 1930's. For a number of reasons the project was put on hold until after WWII.

Trains with speeds of up to 100 mph (160 km/h) ran in Europe since 1933, but the definition of a "bullet train" is speed of 200 km/h. The first such line was the Tokaido Shinkansen that was designed in 1958 and entered service in 1964.
