When I press the bi-level switch on my 90 Buick Riviera the AC will blow air on top and bottom but I cannot switch back to top only unless I shut off the unit and turn the AC back on. Thank You.?

Our 1970 Olds did exactly the same thing. Must be a GM design thing. We had to also shut off the engine to change it from bi-level to dash only.
