Our 1970 Olds did exactly the same thing. Must be a GM design thing. We had to also shut off the engine to change it from bi-level to dash only.
It should be on the transmission where the linkage connects.
If a windshield wiper switch on a 1995 Buick Riviera stays on when in the off position, it might be the fault of the windshield wiper relay. It could also be that the switch itself needs to be taken off and reset on the dial.

If you are changing the switch, the job is very easy (I did it with out a problem). You just take the door card off from the inside which will give you access to the switch.
I have a '96 Riviera and if they have the sensor for nighttime driving like mine do you cannot drive with the lights off if it is dark, but you can push the knob bellow the light switch all the way to the left where it says Lights Max or something like that. this will turn the lights off while car is in Park, at night otherwise the lights should stay off in the daytime
The line supply connects to the top terminals of the switch and the load connects to the bottom terminals of the switch.
Original Furbies do not have an On/Off switch. Emototronic Furbies have an On/Off switch on the bottom in between their feet.
A zener diode cannot be used as switch.
