First thing to do-- check if the wiper is attached to the motor at all. My Suburban loosened both bolts and thus, no connection means no movement. The bolt is found by lifting the hood and checking the bottom of the arm. If there is no nut (my problem- luckily the bolt was in the engine, visible) or a loose nut, (find) tighten it and see if that works.
If the windshield wipers are not working on a 1990 Chevy Lumina, the problem could be with the wiper motor, the wiper motor relay, or a fuse. The least expensive fix to this problem will be replacing the fuse if it is blown.
If the motor is turning, but the wipers are not moving, then you have a broken or disconnected linkage.
The shaft from the motor to the wiper actuating arms is possibly stripped or disconnected. You will need to trace the wipers back to the wiper motor to find the problem. As mentioned follow the linkages back to the motor as they sometimes pop out of their cups.
It sounds like the wiper motor is malfunctioning. If your camaro has intermitten wipers there is a control module built in the motor that controls the off position.
Recently had the same problem. Check under the cover where the motor is and its likely that the arm that drives the wipers has come off the motor cam. If not, check the fuse and the motor.

The dalay board located on the wiper motor is defective.
There is a sensor inside the wiper motor which keeps the wipers running until they reach the "park" position. If that sensor has failed, the wipers will continue to run, seeking the park postition and unable to find it. Wiper motors for American vehicles are often relatively inexpensive and should solve the problem for you.

First check fuses, relays to wiper motor. Then check power to wiper motor. Then check linkage to wiper motor.
There is no "reset" in the wiper motor. If your wipers do not park, it is likely your wiper motor parking contact or cam is broken. Try running the wipers with the key in the "ON" position, then turn the wipers off using their switch while they are up on the windshield. They should park themselves at the bottom. The good news is a wiper motor is pretty cheap at a junkyard, and not too hard to replace.
