Well being a girl, i would say try to look your best. Show her that you can be more than just friends. If she can't see that then maybe she's not the one
Ok what you do is bond with her because the more you bond the more you will get closer to her. Compliment her just don't do it often or she might think your gay and that's bad cause than she will find you more of a friend because most girls want to have a gay friend. You will know when she is the one when you cant stop thinking about her and when she defends you when other people are making fun of you or something. And if you find all of those in her than try to ask her out if she rejects you and says she just sees you more than a friend don't feel bad it just wasnt meant to be. GO ON WITH YOUR LIFE AFTER THAT!
