It's called short-cycling. If it is a well pump for domestic potable water, short-cycling means the bladder inside the pressure tank is either broken and water logged, or is deflated.
You can check for a broken bladder by removing the cap from the air valve (it looks like the air valve on a car tire) and depressing the center. If only water comes out, or just a small amount of air and then water, the bladder is broken and the tank needs replacement. If you have to replace the tank, follow the procedure below to adjust it's pressure.
If you get no water, you can re-inflate the bladder and the pump will work normally again. To do this, turn off or unplug your pump, and open a hose bibb or faucet to let all the pressure off the system. Inflate the bladder; 40 p.s.i. is a good place to start. Close the hose bibb/faucet, turn the pump back on and let the system pressurize. Open a valve to let the water run and observe the pressure gauge on the pump (there should be one, if not, you may have to add one). Take note of the pressure reading when the pump turns on. Turn the pump back off, and let the pressure off the system again. Adjust the pressure in the bladder to 2 p.s.i. lower than the pump cut-in pressure; if the pump turned on at 40 p.s.i., adjust the bladder pressure to 38 p.s.i. Turn the pump back on and you're ready to shower or wash dishes.

An artesian well does not need a pump, as the water comes to the surface.
It is probably clogged up and overheating so its safety cutout shuts down the power until it cools down enough to switch on again. To fix it, it will have to be disconnected and taken out of the well so that the pump chamber, the impeller and all associated pipes can be cleaned. This needs to be done regularly, depending on the condition of the water. If the pump was working a fountain in an outside pond a good time to clean it would be when it is taken out of the pond for the winter. If your weather is warm enough to leave the pump in the pond all year round it should still be taken out and cleaned regularly.

This pump sits at or near the well head. - The other basic type of well pump is a "Submersible" pump. These sit down the well, deep in water and pump straight to the surface through a series of impellers.
