Fuel pressure regulator. it has a hole in the seal.it is allowing fuel to by pass when it is suppose to not.
You would need to remove the door panel, and tape the window into the up position so that you can remove the regulator from the window. I've included a link to an auto repair video that we have to show you how to fix this on your vehicle.
To remove the regulator unit: 1. Pry off the small rectangular screw cover inside the door pull and remove two screws. Pry off the door handle trim and the window switch trim. The door panel is pried off with a stiff putty knife or similar tool. Remove the door panel. 2. Pull off the black rubber insulation. It is held on with a gooey rubber adhesive. 3. Place the window in the closed position and use masking tape to hold it in place. Loosen the two 10mm nuts on the window attachment clamps. Use a 10mm deep socket inserted through two 1" diameter access holes in the door frame. 4. Unplug the power wire from the motor and unhook the clips holding the regulator cable housings in place. Remove the three black screws and peel off the speaker to gain access to the lower screw attaching the regulator. (Don't poke a hole in the speaker foam cover). 5. Remove the three 10mm screws attaching the regulator to the door frame. The regulator should be loose now. Turn it slightly and remove it from the door. 6. I haven't replaced the unit yet, but the installation should be the reverse process. I'm sure some window adjustment will be necessary using the window clamps.
