Typically, the state you're registering in. However, some states have laws which stipulate that they'll be paid taxes on any vehicle sold in that state, even if registered elsewhere. New York, I can tell you firsthand, does this. I'd be really surprised if it wasn't the case with California, as well.
If you're buying a car out of state, you'll pay sales tax when you register the car in your home state. Most dealers can handle registrations in other states, too.

Usually when faced with buying a new vehicle, or in my case, a new-to-me used vehicle I'm either in a state of denial or a state of depression. Sigh..... But really, consider this, if you buy a car from out of state the sales tax is typically applied in your state of residence when you license it. So.......you might better ask which state would it be best to live in for buying a car but that would be a poor reason to decide where you want to live. By the way, I do believe there are several states that do not apply sales tax....perhaps Alaska and Nevada? That's information not covered under Jeep Grand Cherokees however.

Laws of each state vary. You have to check with the DMV in the state you live in. Buying anything in this day and age constitutes having to pay taxes. The only question is would be who do you pay the taxes to.

Most if not all states require you to change your licence if you live in that state but since you are buying a car it should not make a difference since you can prove your residence. You will have to register the car in Virginia first then get the title changed to New York. This would be extremely difficult if the car is not paid in full unless you are a dealer which might make it easier for you. You can buy a car anywhere as long as you don't mind the car being registered in that state and paying the appropriate fees to the state you bought it in.
Depends on what state you live in because not all states require insurance. I live in N.H where it isn't required unless you have bought it from a dealership and the dealership of course still owns the car.
Not sure about all 50 states but in the state of Illinois it is a misdemeanor for a dealer to sell a car and not have the buyer sign a form provided by the state which the buyer is acknowledging that the car is a salvage/rebuilt vehicle. Repeat offenders are felonies. Contact your states DMV to find out what your law states where you live.
There is no cooling off period or grace period when buying a car in Georgia or in any other state. You buy the car under an as is policy.
You need to inform the dealer that you will be buying the car and need it titled in the state you want to register it in. I don't believe that you have to pay another tax, unless you buy it there then take it home and re-register it as if you move.
