At the age of 8, children can sit in the back seat without a booster seat. They do need to have a seat belt; however, and not be in the front. They need to be securely fastened as well.

The question makes no sense. Booster seat in the middles seat of the back of the car.... of course, that would be the safest spot if you have side impact airbags.... Now I am taking a guess with the last part of the question... with a back PACK? I would advise no as that can be a safety issue.

In Oklahoma, children under the age of 8 must ride in a car seat or booster seat unless they are 4'9" tall. It is recommended that children 12 and under should sit in the back seat when possible.
In Minnesota, it is recommended but not required for children under 13 to sit in the back seat when possible. However, if a child must sit in the front seat, they should be properly restrained in a child safety seat or booster seat appropriate for their age and size.
