The New Deal was the name given to FDR's plans to get the country out of the Depression that began in 1929. When FDR was inaugurated on 4 March 1933 that ushered in the New Deal. The people whom Roosevelt gathered around him to help solve the Depression were called his Brain Trust. It was the Brain Trust that worked out the legislation that would become the New Deal. At first the Brain Trust referred to three Professors: Raymond Moley, Rexford Guy Tugwell, and Adolph A. Berle, Jr. Others included Basil (Doc) O'Connor, Samuel Rosenman, and Hugh Johnson. The men developed FDR's economic policy and developed programs that became the backbone of the New Deal. This included regulation of the banks, regulation of the Stock Market, relief and public works programs, like the CCC and WPA.

I think by definition, the New Deal began the day FDR took office on March 4,1933.

On March 6, he declared a bank holiday which temporarily closed at national banks, so maybe that is the date the New Deal began. Congress passed New Deal legislation in a flurry the first 100 days FDR was in office.
