The Baltimore and Ohio started construction in 1828. That is the first one that I know of. They started operating in 1830.

The smaller and inefficient Southern railway system was a problem, but it still helped the war effort. When the US united, the South shared the Northern railways. It was all one country and one railway system. Now that would have impacted troop transportation, as it was too small.
The development of the transcontinental railway system linking the US West coast to many areas in the eastern part of the USA led to less expensive and faster ways to allow settlers to head west. The US railway network was vital to the expansion of the USA and the transport of goods & services throughout the nation.
