The original treaty to end the war with Germany was the Treaty of Versailles(28th June 1919) and for Austria-Hungary the Treaty of Saint-Germain-en-Laye(10th Sept. 1919).
However, these treaties were not ratified by the US congress, so the US made separate treaties in 24th August 1921 with Austria and 25th August 1921 with Germany.
Mussolini signed a Pact with Germany on 22 May, 1939, thus forming the "Pact of Steel".
Both Germany and Japan suffered extensive destruction and were occupied following the war. This had a larger impact on Germany's structure due to the machinations of the Soviet Union. West Germany and Japan, however, were rebuilt (as was much as Europe) and eventually became prosperous industrial nations.
Diplomats negotiate treaties, government officials sign them, and national legislatures ratify them.
