If you are referring to the Confederate States of America (CSA), it was formed by the Southern Congress at the start of the Civil War and required southern states to provide men and arms to the southern cause.
Each state in the southern confederacy was and did supply men and arms to the Southern Government of Jefferson Davis but Davis held to his believe that each state should provide from their own regions men for the Southern Army.
Therefore, you have the 28th Georgia, the 10th Alabama, the 4th Virginia Cavalry and so on -- vs., the Union's position of using men from various parts of the North to form brigades, regiments, and Corps so that any one regiment could have men from Ohio, New York, New Hampshire, etc - except for the volunteer units which could retain there own state identity.
