I have a bunch of Oleanders and I've found that if I prune them right after they lose their blooms they will re-bloom the following spring. If I wait until late summr or fall they will not bloom the following spring.

The University of Florida recommends that they are pruned after the rate of flowering has slowed.

Oleander is one of the most poisonous plants. Gloves and protective eye glasses should be worn when pruning Oleander and the prunings disposed of carefully.

I have found that in Zone 7, we can prune a tea olive at any time in the season, if you don't mind delaying flowering.
