Rumours say that he is not going to be in Torchwood Series 3. And evidence backs this up as he is filming for other things. But as for series in the future - who knows?
Im not certain but i think that series 3 has already been filmed
in the last episode of torchwood, series 2, toshico and Owen died, so by the last episode of series 4 dr who, they wouldn't be there.

No. To date the Doctor has never made an appearance on Torchwood; although there have been several references to him both direct and indirect. The Doctors hand can be seen throughout series 1 and the TARDIS noise is heard in the series 1 finale followed by Jack's disappearance and is a direct tie-in to the 3 part Doctor Who series 3 finale. The Doctor is also mentioned by name several times in Torchwood despite him never actually appearing.

Yes, there is going to be a series 3 of torchwood. Which will be shown over five consecutive days, and is called Children of the Earth. It is going to be broadcasted on BBC1. Each episode will be one hour long, rather than the normal forty minutes. It should be starting on June 15th 2009 though - as long as nothing changes!!! Starting time is 9:00pm. Definate members of the cast are John Barrowman (Captain Jack) Eve Myles (Gwen Cooper) and Gareth David-Lloyd (Ianto Jones.) Gwen is only just pregnant - I think she was 3 weeks pregnant when she found out at the start of the children of earth series so it will be in the 4th series(if they have one) that she has the baby.
