When driving speedometer wont work all it does is occasionally jumps up to speed but then right back Am I right to think this is the VSS?

Yes it is much more likely that the problem is with the speed sensor than the guage or the computer.

well when the car shutts off it will cut the power to your accessorie of the vehicle which runs the speedometer fuel guage water temp. ect. But if you are driving turn off the key and then turn it to accessories on that's 1 extra turn right before starting point then your accessories will work while you are rolling down the street with car off. But i don't see a point why you would do that lol. W/E
