A person operating a bicycle on a one-way roadway with two or more marked traffic lanes may ride as near as possible to the right curb or edge of the roadway.

Technically, they are never REQUIRED to ride on the shoulder. As a moving vehicle, they have just as much legal right to the lane of the street as any other vehicle. But, most cyclists will of course be very happy to ride in the shoulder space of the road; given, of course, there is no debris such as glass, rocks, etc. or conditions that make them have to drift to the left into the lane.
A person operating a bicycle on a roadway who is moving slower than the other traffic on the roadway shall ride as near as possible to the right curb or edge of the roadway unless:

many roads give the right of way to bicylist by putting a right of way sighn or a share the road but when they are riding on the right it is to go some where not to go back

strange question - a bicyclist is allowed to ride at any time, but if riding on the streets after sundown lights and reflectors on the bike are usually requred by the law.

Always. A bicyclist can use a whole lane on the road whenever they want/need to. just like a motorcycle

In the US, it is legal to overtake and pass a bicycle. However, as with all road obstacles, the passing must be done safely. As well, the bicyclist also has "rules of the road" responsibilities, including not to impede traffic and to use all precautions to bike safely... including to move as far right and off the road as possible so that traffic has the right of way.* Important - Bicycles must travel in the same direction as traffic which is on the right lane (right shoulder for bikes) in the US, and not ride "against" traffic. City traffic and bicyclists often have more risks to each other, because there is no road shoulder.
