No, it should not use any electricity when off. If it is, you have a short or a ground.
there should be a master link with a clip. with a screw driver try to take the clip off and pop off the master link,try to have bike in neutral with rear tire off the ground. it is really hard to get the clip off the link sometimes and you might poke a few holes in your hand trying. My chains are always riveted on for racing and I always use a grinder to cut my chains off.
