"SOFT" ears are a disqualifying factor only in the show ring.

By the age of nine months a Shepherd with 'soft' ears should have gone erect by now, it is perfectly normal for it to never happen though.

Their ears will perk up in their first 3-6 months, though it does depend. Some dogs don't develop enough cartilidge and bones in that amount of time.
