When a horse is confronted with an unfamiliar object or an object that is it already afraid of, it will dart to one side or the other to avoid it. Or it may even, rear up or turn and run away from whatever it is that scared it. This could be something as simple as a plastic bag blowing across it's path or a jump that it is being directed to by it's rider. Perhaps another way to think of it is that the horse was "startled" by something. Related to the phrase "to shy away from" something scary or uncomfortable.
