King David in The Bible gave a good pattern to follow. In the full years, do not use it all, but save some in case of lean years. Then, when the lean years come you will have seed to use, and food to eat.
The areas that seem to have the most trouble with drought and lean years have corrupt governments that sell the food donated to them for their own corrupt use. The best role the government should play is to be fair, be supported by the people through votes, with laws that the people, the government and the police/military respect.
You can give people food, which should be done in times of extreme need. But that ultimately makes them dependent upon others. The best thing to do is to show them how to drill wells, how to grow their own food, so they can have pride in what they do, and be self-sustaining. You can "give a man a fish, and he eats for a day. Teach a man to fish, and he eats for a lifetime."
