In an older car, with a carburetor, the engine may be 'flooding'. This can be caused by the choke being stuck closed (clean with some Gumout); carburetor floats stuck (service call for most people); pumping the gas pedal excessively during starting; or fouled spark plugs / bad spark plug wires / bad distributor cap.

In any car built in the last 15 years or so, suspect bad spark plugs or perhaps a defective fuel injection system. A leaking fuel injector will also cause that problem. A defective engine computer could cause that problem or many other problems.

Let it set for about 2 hours or push the accelerator pedal to the floor and hold it there while turning the engine over. Rarely do fuel injected engines flood. If they do then something is wrong with the firing system.
