People have had a method from the start to take a bath. The Romans spent half of their life in baths. They had big complexes of different types of baths ( these were swimming pool size) and would go there every day. They had cold and hot water, steam rooms, and even played games while in the bath.

The exact date of the building of Bath is unknown, but the Romans began building the temple complex there in about 43 AD, after the invasion of Claudius. The original temple/therapeutic bath at Bath was call after a goddess of the Britons named Sulis and had been in place many years before the Romans came. The Romans kept the Britain name and called the place Aquae Sulis, which means the waters of Sulis. The Romans identified Sulis with their goddess Minerva.

Most people believe that the Romans invented it but I'm pretty sure that the origanal idea came from Greeks but Romans built on from their idea as they were better engineers (the Romans got alot of ideas from Greece)
