Never. Hadrian's Wall has never been built in Rome.
Hadrian's Wall was built in England and served as the old Roman Anglo-Scottish border between England and Scotland.
Today it lies south of the modern-day border between Scotland and England, meaning nowadays the wall is entirely in English territory.
The wall began construction in 122 AD by the order of Emperor Hadrian. The main purpose was to protect the Roman Empire in the Roman province of Britannia, what is otherwise now known as England, from the Picts or Celts in what is now Scotland. It also served as an early customs and Immigration outpost into the province of Britannia (England).
