OBD II was required for the 1996 model year.
OBD = On Board Diagnostics.
The 1994 5.0L ford Mustang and 3.8L Ford Mustang used the OBD-II connector under the drivers dash. These were the first OBD-II Ford cars. They are NOT OBD-I.

Some states test cars for pollution compliance by connecting a reader to the vehicle's OBD-II port. Your 1990 Corolla is exempt from OBD-II testing because you don't have an OBD-II port - they first came out in 2006.

OBD-1. 1995 was a changeover year. All 1995 cars/trucks (GM to my knowledge, I don't know about the other brands) were OBD-1 and some have an OBD-2 connector, but still are OBD-1.

Only OBD-II cars use a scan tool that plugs into the OBD-II port. OBD-II did not come out until 1996. Furthurmore, to my knowledge, the 2nd generation rx7's didn't use any form of OBD.
