Actually, (AKC registered) The American Staffordshire Terrier is not encouraged to be Black and Tan or liver (Rednose). Amstaffs occasionally do run tricolored or Black and tan. So does the Staffordshire Bull Terrier. English Bull Terriers run tricolored as well. This gene is probably from the Terrier side of Bull and Terrier breeds. The American Pit Bull Terriers are allowed to come Black and tan by the ADBA (American Dog Breeder's Association). It is also allowed by the United Kennel Club. Certain breeders or bloodlines might tend to through the color more than others. I've been told both parents have to have the gene to produce "tan pointed" pups. Most who are not acknowledgeable about the breed might think that some pure bred Black and tans are mutts! They are an important part of Bull and Terrier history.
