i believe that Smith and Wesson then called volcanic arms had the first 22, now that would have been around 1860-1870,,not sure if I'm Evan close to being right but it is someplace to start looking

The .22 rimfire cartridge was introduced c.1857 in the Smith & Wesson Model 1 revolver. These were all .22 Short Rimfire. The earlier Volcanic Arms and S&W Volcanic pistols and rifles were either .31 or .41 caliber - not the metallic cased .22 cartridge.
The .22 Long Rifle cartridge was introduced in the Marlin Model 1891, yes, but rifles chambered for the .22 Short and .22 Long predate that rifle by many years. Winchester chambered the Model 1873 in .22 rimfire in 1884, for example. Stevens had many versions of .22 rifle dating back into the 1870's. Many, many European "parlor guns" were chambered in .22 Short in the 1860's.
