The first congress to meet in Washington DC was the Sixth United States Congress. It met at Congress Hall in Philadelphia, Pennsylvania and in Washington, D.C. from March 4, 1799 to March 3, 1801,

The exact dates for the Washington DC 2nd session: November 17, 1800 - March 3, 1801 (considered a lame duck session)

The Senate wing of the US Capitol Building was completed in 1800, while the House wing was completed in 1811. However, the House of Representatives moved into the House wing in 1807. Though the building was incomplete, the Capitol held its first session of United States Congress on November 17, 1800. The legislature was moved to Washington prematurely, at the urging of President John Adams in hopes of securing enough Southern votes to be re-elected for a second term as president

Congress first met in Washington DC in 1800. The first session of the 6th congress was in Philadelphia PA, and the moved into the still unfinished US Capitol Building on November 17, 1800 and the session lasted till March 3, 1801.

From this time onwards Congress met in Washington DC.
