Once you rescue Medicham from the 20th floor of Wish Cave, you will find him with Ekans in Pokemon Square. They say that their friend, Gengar, hasn't been seen for days. It is very puzzling to them. After another mission is completed, you will find that Gengar is standing in front of your rescue base.
Gengar needs you help to climb to the top of Mt Freeze. He wants to see Ninetails so it can lift his curse. Unfortunately, it cannot, but sends Gengar to the depths of Murky Cave to speak to the guardian of Gardevoir. Once you make it there, a mystical voice will demand that Gengar answer some questions. Gengar is having an internal conflict, so it is up to you to answer the questions for him.
It is not possible to save Gengar this way, but don't worry, it's all part of the plot. After Gengar is condemed, he will say that he is grateful to both you and Gardevoir. This is the key - the voice realises that deep down Gengar is a good person. It will release Gardevoir but will not restore Gengar so the two then part their ways.
After that, Gardevoir will be waiting in Pokemon Square until you talk to it. If you have the Friend Area "Sky Blue Plains", it will be recruited to your team.
** Alll this will happen after you defeat Rayquaza and destroy the comet.
