wrong. not state, region. somebody from the southwest region will have a different accent than a person from the New England region, but somebody from New Mexico can have the same accent as a texan, and a new Mexican can have a Mexican accent.

most new Mexicans have a Mexican accent, even if they do not speak Mexican. people just learn that accent from other people.

most people from Arizona have the same accent as an Alaskan. the reason? back in the 19th century, people went to Arizona on wagon trains, but other people from the same origin went to Alaska. the places are confined and so immigrants don't go there. southerner accent (howdy 'yall etc.) was a type of scottish, and it changed slightly. not state, origin, and region.
