The simple answer is you keep them separated when you are not there. Introduce them when you are and teach the dog to accept the puppy.
If they feel threatened, a dog will bite anything.

Well, my dog was a puppy, we gave him a bath in the bathtub. He made a whole mess of the place. Now that he no longer fits in the tub, we bath him outside with the hose. He runs around and tries to bite the hose, but he still gets wet. Then you put on the dog shampoo and leave it on 3-6 minutes, while using the brush and combing him. Then rinse him out thoroughly.
It is probably trying to dominate. Because the puppy is younger, the older dog wants to show it that they, (the older one) are the boss.
