You need a new fan relay. It is on the passenger side of the firewall at the top.

My 1995 Ford Escort will not start. I can hear the relay switch working car will not turn over and will not start with a jump The battery is new What could be wrong?
Replace that relay that is connected to the pos batt cable; I believe that's your problem.
