In fact it is the other way around, the 120 volts is the line to ground (neutral) of a three phase 208 volt system.The second part of the question is dependant on there being a three phase 208 volt system already installed. To obtain 40 amps per phase would require a three pole breaker to be installed in a 120/208 three phase distribution panel.The distribution panel would most likely be in the 100 to 200 amp capacity range.
