whining sound when turning the steering wheel, in either direction, means that the Power Steering fluid is low and/or possibly the power steering pump is going bad.
The front wheels being moved by the steering wheels rotation. The direction that the wheels are pointing denote the direction that the car is travelling.
I don't know about making the "CARD" front wheels turn, but the steering gearbox, or the rack and pinion actually cause the "car" front wheels to turn, after the steering wheel is turned. Repairing either usually involves replacing with either a rebuilt, or new gearbox or rack and pinion.
if it makes a loud whinning noise when you turn power steering pump bad or needs fluid if not it might be a popped belt
low fluid would cause this or the pump could be going out
Cold makes fluids thick, and a weak pump or improper fluid type can cause the pressure to go down so the steering feels sluggish (or pulses).
Worn steering parts.
A hard turn in one direction shows a problem in the front end steering. Check all front end components for worn or loos parts.

You may need power steering fluid
If your power steering pump makes a whining noise as you turn your steering wheel your power steering fluid reservoir is probably empty. The noise is caused when your power steering pump tries to pump fluid that is not there. This indicates that you probably have a leak somewhere in your power steering fluid lines. You can either try to find the leak or simply replace the power steering fluid every so often.
power steering fluid is fluid that makes the power steering pump work and it goes in the power steering pump under the hood.
Typically, it'll be the u-joints in the steering column.
