I believe it is false on most cars.

False. Unless a lamp is burned out.
It illuminates lamps on the front and back and on some vehicles it also illuminates lamps on the sides or side mirrors.
If only the right rear brake/signal light is effected it is not the fuse. Inspect the right rear brake/signal bulb, socket and wiring.
That would be the lights that illuminate the rear license plate.
Yes, only under hard braking and the abs light would also illuminate.
Probably needs a turn signal flasher
When replacing the rear turn signal on a 1999 Acura Integra open the trunk. Locate the rear turn signal housings and find the bulbs. Remove and replace the bulbs.
Remove the connector from your 2003 Kia rear turn signal. Take hold of the turn signal lightbulb, push in and turn at the same time. The lightbulb will come out. Reverse the process to install your new rear turn signal lightbulb.
The trunk
The vehicle speed signal comes from the abs sensor on top of the rear axle. (used for speedometer) The transmission output speed signal comes form the sensor on the driver side rear of the trans. ( used for shift timing only)

Rear end of what?
It has been my experience that a rapid turn signal indicates there is a burnt-out signal light bulb (either front or rear) on the side of the rapid blinking signal. If the right signal is blinking rapidly, the problem is in the signal lights for the right side (front or rear) of the vehicle. Turn the rapid signal on and step out of the vehicle to find which bulb is not lighting.
Replace the bulb, it has two filiments/ One for the tail, one for the turn.
