No, after the first 3 years of a car it needs to be smogged to register the car. I think the only exception to this is hybrid models. I have a hybrid that is 6 years old and never had been required to have a smog done.

What do you mean smog a car? If car is sold "as is", buyer is responsible for all mandatory smog control equipment. If you mean pass a smog inspection, there are none in Iowa.
